COMPANYWEB issues with .aspx 1

HELP! I'm getting the error msg. below when I try to access our company web. It seems that the browser is looking for /_layouts/1033/settings.aspx.

So I checked and found it in the 60 BIN folder, (just to see if was there--and it was) question is how come the browser (or IIS) isn't seeing it? And how can I remedy this situation? I'm pulling my hair (or what remins of it) out trying to figure this out.

Hmmm, good question, I think I'm getting my SHAREPOINT mixed up in this with a few notes. I though it might be a SHAREPOINT issue and have something to so with permissions, but I thought wrong and it's not a permission issue, although SHAREPOINT might come into play within the problem somehow, just can't figure this out.
 
Well... here's the thing.

Your application that is throwing the error expects to the settings.aspx file in the "/_layouts/1033/" directory, but it's not there.

I suspect it's not the only one that is missing, so see what else is in the same directory that you did find the settings.aspx file in as you may need to copy them all in there.

Another thing to be aware of is that "settings.aspx" is probably a file name that could be common to many different web applications yet have completely different content. Make sure that the settings.aspx you found is the one you are missing for the application that is throwing the error.
