Company-wide email template

My boss wants me to make it so that everyone here uses the same email template, and to take away the ability for the user to change the font/background/etc. of the email. Is this possible? If so how can I go about doing it? I've Googled about and found some stuff but none seems to be what I'm looking for. Our server is running Exchange 03 and we have client PCs running Outlook 03 and 07.
