You really should hire your company a vendor for programming. There are a lot of different specifics and variables for every company that need to be taken into account when programming any phone system.
I know this doesn't really help you but is really the best solution.
Only an experienced programmer that is familiar with your phone hardware should touch your system. After time you'll pick up things off of this person and forums like this so you can be more 'self-sufficient'. That's the way I learned anyways.
I have picked many things from our vendor, ie, programming phones between locations, setting phones etc. I am very comfortable navigating through the system.
My issue is that i dont know how to change the outgoing caller ID to reflect our companys new name. Our vendor seems to think that the local telephone company needs to change something on their end, and it been going back and forth.
If business name is allowed from you by the carrier then you can change it under System Programming. But like senk1s said most of the time the Telco takes care of it.
If your outbound service is PRI and the Central Office is allowing the Norstar to send, then you can send specific digits. The setting is OLI and can be found under Terminals and Sets programming.
In the US, the 'name' is retrieved by the far end (receiving telco) through a database lookup. The name in the database is controlled by the LEC or CLEC that provides the 'caller' the service. Calling Party Number is sent 'forward' with the call, but 'name' is pulled by the far end.
The only exception I've seen to this is with avaya-to-avaya PBX calls that are ISDN from end-to-end accross the public network--then the name programmed in the PBX would get sent. I've also heard that in Canada you can send the name in the pbx, but that's not how it works in the US.

I also forgot to mention that my info is US centric. In Canada the PBX programmed name might be sent.
The other possibility is if the places you call where the name is 'wrong' use a different telco, and that telco doesn't like to pay for the database dip so they 'cache' the name for a period of time before checking for a 'new' one. Is your service provided by a LEC or a CLEC? Some 'recieving' telco's do the database lookup directly, some contract with a third part database provider. If your provider continues to state that it is changed, and you can find a 'terminating' CallerID user who is served by the same vendor and does NOT get the right name, do call examples and open a trouble ticket.
