Compact on Close in MultiUser Environment

I have an question on Compact on Close feature in Access 2000. Basically I'm not sure this is working in my situation after reading the documentation and looking on
As background, I have an application in Access 2000 that is used by about 20 people from 7:30 a.m. to 9:00 p.m. The backend is on an NT server and the frontend is located in an MDE on the user's PC.

Question: does Compact on Close run when the last user exits the application, even though the application is only attached to the data file -- OR -- do all the users actually have to be in the actual data file in order for this to work?

Hope this is clear. Any information is appreciated.
