Compact and repair doesn't change size

Hello, I have a 2000 database used as a back end that sometimes can grow to 218,000. We've been using it for over two years, but now it doesn't compact when I run compact and repair. I recreated the database last week by creating a clean database and importing the tables and it wound up being 129,000. Now it's up to 218,000 again but won't compact. Is there anything I can do besides recreating the database each time? We've noticed when it gets close to 200 it becomes unstable and won't let records be added. Thanks for your thoughts.
 
No error message, it just doesn't compact. It used to and I have zero idea why it stopped compacting. No error though. When I go to utilities, compact and repair, it goes away for a second or two and comes right back. It used to run through the whole compact and repair thing. Now it doesn't. Thanks.
 
I downloaded that utility but I kept getting errors. I made a copy of the original database, did a make table query on each table, created a blank database and imported the tables that I had just created with the make table query, changed the names and made sure my primary keys were set properly. It went from 247 meg to 56 meg. Amazing. Many thanks to all for your thoughts.
