CommVault CVPing Could not open connection to the host, on port 8400:

When checking connection between CommServe & Client via command CVPING and via Check Readiness on the CommServe.

Error Cannot connect to the client ???
Help as to where to look next.

Verification performed (from the Commserve to client)
ping responds
nslookup returns proper info

basic services are started on the CommServe (8)
CommVault Application Manager
CommVault Client Event Manager
CommVault Commands Manager
CommVault Communication Services
CommVault Job Manager
CommVault Media & Library Manager
CommVault Media Mount Manager
CommVault Sever Event Manager

basic serivces are atarted on the Client (2)
CommVault Client Event Manager
CommVault Communications Services

NO windows firewalls are active on both the CommServe & Client

CVPing from the client to CommServe is SUCCESSFULL.

CheckReadiness indicates:
1. Communication failure between Client <<xxxxxx.xxxxx.xx>> and the CommServe. Error returned is: Services on source are down.
2. Communication failure between CommServe and Client <<xxxxxx.xxxxx.xx>>. Error returned is: Services on destination are down
