Communicate with PCI card

Is there any way to send/receive commands through a PCI card? I have a pci (gpib) card that communcated with voltmeters and scopes. I want to get info from it.
 
Unless it appears as a comm port in Windows, then the answer is no. If you know enough programming, it should be possible to write a DLL that can be accessed from ASPECT that could retrieve this information (provided you have the necessary API information for the PCI card).
