OPC in the computer world stands for OLE for Process Control - this is a set of communication standards used for communicating between various devices typically PLCs, distributed control systems etc.
I did actually do a google search on OPC and knew that, but seeing that this is a platform independent Python forum and you are talking about a Windows specific (I'm guessing from the OLE, which I will go out on a limb and assume you're referring to the Microsoft "Object Linking and Embedding" API) server interface, it's probably good that you don't assume everyone knows or cares what an OPC server is. My gentle sarcasm was supposed to add a little humor while making that point.
I don't actually know if an interface for OPC is available. However searching for "python opc" on google turned up a posting to one of the python mailing lists from a persone who claims to have written an OPC server and a client to test it with.
