Commenting in Acrobat 7

Using Acrobat 6, I frequently "stacked" comments. I.e. on first read of a document, I would use the highlighter on significant paragraphs. On the second read, I would use the pencil tool or underliner to emphasize particular words within the highlighted paragraph.

I can no longer do this now that I've "upgraded" to 7.0! After highlighting a paragraph, when I try to underline or pencil words, the entire paragraph's highlight is selected, and no additional comment tools can be used on this paragraph.

Surely there is a setting that can be changed. Surely this is not a feature! I am ready to uninstall 7.0 soon, because I cannot get my work done.
