Command registered ActiveX (32bit) is not recognized

We are developing a Web system that uses ActiveX.

The developed ActiveX was registered with the following command.
C:\Windows\SysWOW64\regsvr32 C:\MODULE_OCX\AAAAAA.ocx

However, when accessing the screen using ActiveX in the Web system,
ActiveX installed by command is not recognized,
You ’ll see a screen that says, “Do you want to allow this app to make changes to your device?”
If you click "Yes", the process of installing (downloading) ActiveX will be executed.

Can I batch register ActiveX on Windows 10 + IE11?
