Command Prompt Slow

I built a Metaframe XP on a WIN2k server. Everything is fine except when I try to do anything from a command prompt. An example is I edit a file from the command prompt and it just hangs or is very slow. We hace a dos application that has to run on it and I get the same problem. it just hangs or is extremely slo. Any help would be greatly appreciated.

Here's some questions that might clarify the problem a bit.

Is there any difference running on the console as opposed to an .ica session?
Is there any difference with an .rdp session?
Have you looked in Task Manager while running a command prompt and seen the CPU spiking?
Anything in the event logs?
What version of the client are you using?
If the ica session is left on for a while, does the problem go away?
What service packs are you running (I like W2Ksp2 on Citrix servers, not sp3)?
