Command Line Switches

Does anyone know of a command line switch that will end exe's by name when to many instances open or the exe does not close out. I am trying to us paging software with NetIQ Appmanager but when an error is generated it opens 3 instances of the exe in task manager, sends the page, but never closes out. If another error is generated it will open another 3 instantces of it's exe but this time it will not send any pages. So far I have only found the kill command which only kills the exe by PID. I am looking for something that can be used with Names and not PID.
