Command line Open URL parameters

I am trying to configure an extension in Opera (uses Chrome engine now) to open a file. It's options are "Executable absolute path" and "Executable parameters" but no explanation as to what to enter. I am assuming that the path is the path to Acrobat - like c:/programs/acrobat.exe. But that does not work alone. Anyone know how to have acrobat open a URL using the command line? It is not in the download pdf called "PDF Open Parameters" - this only explains how to open files on your desktop and how to go to specific pages, bookmarks, etc. I think that if I knew how to do this I could get this to work.
