Command Line Issue

I am using SMS 2003 and wanting to install a program called InterAction. I have used AdminStudio to create a custom mst. Now I am having trouble advertising the package.
I get this error:

The program for the advertisement "MT120077" ("MT10005B" - "Per-system attended") could not be run because the policy contains an invalid combination of requirements: MT1.
Possible causes: The program is set to run when no user is logged on, but is being advertised to a user. The program is set to require user input, but does not require that a user be logged on in order to run.
Solution:Examine the properties of the program to resolve the conflicting requirements.

Message ID: 10052.

I have placed the files on a mapped drive that every user has access to and the command line is giving me trouble. I used the .exe from the software to create the mst. So I am still not sure what I need to have in the command line. The .exe, .mst or .mst? I guess what I am saying is what is the best way to send the package?
Any help would be great.
