Command Button on Form not showing Raised + ActiveX question

I am using MS Access 2013. In one of my data bases I have forms with command buttons. From querying the WEB the consensus is, command buttons for 2013 should show raised. All my command buttons are showing flat. And, on the properties screen, there is no "special effects" selection to change them to raised. What is causing this and how can I fixe it? Or can I fix it?

In conjunction with this, is there an ActiveX control or something else that will allow me to add animated controls to Access?
