COMCAT.dll and SCRRUN.DLL not being replaced

Hi,

I have been trying to fix this bug for ever. I built an ActiveX Control and use the P&D wizard to create a cab file. PDW adds COMCAT.DLL and SCRRUN.DLL.

The control works fine some machines but doesn't load on others. I checked the error log created by IE and it refers to comcat.dll and scrrun.dll. The error msg statres something like "Error could not locate default language..."

Instead of a cab file, I created a setup.exe to replace the existing DLLs. During the installation, it recognized the older DLLs on the system and said it would replace them but when the machine restarts, the old DLLs are still in use.

Any clues as to how I can fix this?
