Combo drive recognizes DVD's, but not CD's???

I have a friend that has an HP running windows XP home addition. He had a problem with the computer wanting to boot up, then immediately shut back off and start back up, and so on. He finally worked through that problem but now he can't burn CD's, he can't even listen to a music CD (When he puts a music CD in it just sets there and spins, showing a solid green light - but the drive will recongnize games. Does anyone have a solution, or a direction on how to resolve this problem?
 
Personally, I think it's a Windows setting/problem of some sort. But to be sure, the best test is to remove the drive and try it in another PC/laptop to be sure. If it has the same problem there, then it's likely the drive.
