COM+ transaction problem in Windows 2003

Hi,

I have written COM+ which set to "required Transaction" and running in Windows2003(Web server). The Web server will communicate with another Windows2003 (Database server).
However I got the following error message:
New transaction cannot enlist in the specified transaction coordinator.

I found that this COM+ works if it communcate with Database server which is installed in Wndows2000.

I have tried to install subcomponent of "Enable network DTC access" in both machines. However I got the same result.

Do anyone have solution on tackling such problem??
