Com ports not in sequence 1

I re-added a communication card to my system,when the card was installed It added two additional serial ports instead of reusing com5 and com6. I have deleted the previous comports from device manager and even from the registry, but still cannot recover the older com values. The previous values are now listed as "busy" in advanced port configuration. Does anyone know where these values are tracked.

 
PCI Communications card?

I would try:
o Remove the drivers
o Restart the machine and go into the BIOS
o Look for the setting about resetting the configuration information - that should cause it to re-evaluate the PCI bus and re-assign ports.

Deleting the device and resetting plug and play in bios has the same result. The OS is Windows 2000.
 
That was the answer...or lead to the answer. I was able to copy my "new" and the bogus ports (Both worked) over the ones maked as busy.
