Column Heading to Static at the top of a page

I have a database that generates a list of hyperlinks for depts. to view reports. The problem is that when you scroll down you lose the headings. Is there anyway to make the headings static at the top of the page.

You can use a frameset. Make 2 frames, top little frame will contain headings, bottom will be scrollable and contain information content.

IE also have such feature as HTML 4.0 IFrame (floating frame), that is useful to include scrollable areas inside another doculment.
