You can add colours to your colour window by creating your colour using the colour picker and naming it whatever you want and then using the bucket icon fill that new colour into the next black spot on the pallet. It will stay there until you decide to change or delete it.
Goto WINDOW|SWATCHES then just like pixelchik said you choose a color then use the paint bucket to fill it in on the swatches palette. Then if you click on the little trianle in the cirlce at the top right hand side of the swatches palette goto SAVE SWATCHES and save the swatch where ever you want. The default saving place is C:\PROGRAM FILES\ADOBE\PHOTOSHOP\PRESETS\COLOR SWATCHES you save the file as a .aco file. Then you can burn that file to CD for later use and as your backup.
Then if you have to re-install or whatever then to get your swatches back open the swatches palette and click on the little triangle in cirlce again and goto LOAD SWATCHES then find your .aco file and open it. You can also goto replace swatches instead of load swatches from the menu.
One more thing that I should have mentioned was, if you goto LOAD SWATCHES, then that will just add another swatch file onto the palette. If you goto REPLACE SWATCHES, then that will replace the current swatch palette.
