Color Laser paper pickup problem

I've acquired a HP Color Laserjet 5 that has a problem with the paper pickup (reporting the error 13.4 Clear Front Tray Input Jam)

I've managed to get hold of the 'color laserjet quick reference service manual', using the Service mode tests I've tried test 20 that should be for 'Registration sensor signal. (PS7) Indicates the state of the registration sensor. 1=paper detected, 0=paper not detected' and should do the following 'Turns on the paper tray pickup solenoid (SL1)' Now I don't hear a click so I'm assuming the solenoid isn't turning on. I've tried the test on some of the other solenoids and can here a click sound.

I've put the multimeter against the solenoid and it's reading about 38 Ohms, so I'm assuming it's ok? Am I right?

Later on in the manual it mentions about control board fuses, I've checked all the fuses and the meter gives a reading for all including the pickup solenoid

Finally the pickup solenoid is housed under a large black plastic cover, how do I get it off, I've practical taken the printer apart and still can't see how to get it of

Are these solenoids 24 volts?
