Cold starts = Static 2

I've got a "customized" pc from a client. Nvidia Chipset. Dual monitor 'onboard' setup.

when it cold starts from being off for a while. it puts out nothing but lines of static from both monitor ports. reset it after a minute and it will post just fine.

I only seen it once just cuz I would have to let it sit on the bench for an hour just to see it again. I've cleared the bios and loaded defaults.. but is there any chance this isn't hardware....?
 
Make sure everything is seated correctly. Try a different graphics card & disable the onboard. Try different memory modules, you may have a faulty one. Check any jumpers on the mobo, that may affect video.
 
Haven't worked with dual setups but this type of failure would likely be the graphics adapters failing to set the scan rate correctly. And since you specify onboard and dual it is more likely a clock problem when cold.

I've seen it (a long time ago) with older systems on single monitors with crystals that took a while to stabilize.
