Cognos 8 BI has built in redundancy, making it suitable for distribution across servers for load balancing and it has built in redundancy for the dispatcher and content manager servlets. The webtier is not redundant and relies on redundancy technology on webserver level like round robin DNS, NLB or a hardware load balancer.
When relying on the underlying OS for redundancy/load balancing (OS cluster), the cluster compatible option needs to be set on the dispatchers in Cognos connection.
And to your question; what problem are you actually having?
