Cognos Table of Contents Sectioning

I have a Table of Contents with approx 28 pages linked to it. I would like to section these 28 pages into 3 distinct "sections" of the Table of Contents. It seems like when you select your bookmark on the specific page, there is a Table of Contents property that you should be able to choose which to assign it to. Is there a way to create these?
