Cognos Server Admin not responding

I have Cognos 7 MR2 on an XP machine that can do admin, but is not the server. This pc is only used for Cognos and only for WEB. I have published reports and cubes up to about 3 weeks ago.

Now when I open Cognos SErver Admin and click on Publish reports or other icon, all I get is an hourglass that goes away. Cognos Support had me change the version of JAVA, stop all non-Windows services, and uninstall and reinstall Cognos Server Admin. Included were several config applies and rebooting.

It is still not working. Any ideas what might have changed on this PC for me to check?
