Cognos Configuration Issues(Need Help Urgently)

when i configure cognos using cogconfig.bat it gives error
"java.utill.Missing Resource Exception;cant find bundle for base name gs,local en_US "

i m using server 2003(Enterprise),cognos8(Trial),Oracle10g(Express)

Please if any one knows let me know ??

Cognos 8.3 onwards doesn't support java, that the issue
