Cognos Common Logon Error!

I am getting the following error, specifically when I try to open Access Manager:

"Common Logon Error (hex 80070005): Access is denied."

This is a Windows 2003 server. We are running Cognos Series 7 version 3 MR3.

Points of Interest:

(1) I have 3 other servers where I am not getting this error. Two of the servers are current Test and Prod servers (Series 7.1). The 3rd server is the new dev server (also Series 7 version 3 MR3). Of course, the 1 server that is giving me the error is the new Prod server.

(2) I only get the error when I am logged into the server using a local machine ID that also exists as a domain ID. Call me crazy, but this is what I've observed. When I log into the server as a local machine ID that does not exist elsewhere as a domain ID, then I do not get the error. Very strange!

Has anyone else seen this issue? It appears as though it is probably a security/permissions thing. I'm trying to get Cognos to tell me how the Common Logon server interacts with the Windows ID's - I have a case open with Cognos support, but it is going nowhere.

Thanks for any help!!! We are supposed to go live with this new server on 3/20.
