Cognos 7.3 Cer4/webcontent folder

While installing powerplay in Cognos 7.3 it is not creating the webcontent folder under CER4. Any help to Solve the problem?
Thanks in advance.
 
By powerplay I assume you mean PPES Powerplay Enterprise Server ?

You must have a web server installed on the server for the web content to be installed.

The IIS server is running and still it is not solved my problem.
 
I have installed Cognos7 version 3 reportnet. while running the framework it is unable to open the datasource and giving error message like Gateway URl is not configured properly. But I checked the webcontent folder and found every thing is there. Any help? It is related with Cognos.cgi file.
 
While installing Cognos7 version 3, Powerplay installation it generated the following log:

Condition "DETECTAPP" passed evaluation.

I am working as administrator on windows 2003 server. IIS is installed. Sun One directory server is installed and running.
Any help to resolve the problem?
