Cognos 7.3 & report studio 1.1

HI,

I have a userA and userB.

UserB= We what to give him only read permission on all report.

1: How we can achive that in Cognos report net portal.?
2: IS it normal that even userB have read only permissions, even though it allows the userB to see the programming.

3: How to diable that userB cannot change it on permissions?

Hi,

One more thing, I diable following permission=> Set policy , then Report net web portal cannot even let user login to the report net webportal. Why?
