Code Segment Translation

Hi all,

I was wondering if any of you would be kind enough to translate a small code segment from Fortran into Java or C++ or pseudocode. I am trying to implement a statistical algorithm, and I cannot find any information at all on an algorithm besides this Fortran code. I would be indebted to anyone that would help. I have tried 3 of my own algorithm with ok results, but they do not converge to the best value.

The code segment isn't Fortran - probably some variant of BASIC or Mathlab.
