COBOLII DOES NOT LIKE ME OPENING AN EMPTY ESDS FILE.
COBOL DIDN'T CARE.
ANY WORK AROUNDS OUT THERE?
 
You can open an empty ESDS file in COBOL II, no problem. What can be a problem that is a difference between COBOL I and COBOL II are the file attributes of the file not agreeing with the attributes specified in the program. This is the first place I would look, since it is a difference between file handling on COBOL I vs COBOL II. If this is not the problem, answer back with a file status and I will help you figure it out.
