co lines sound choppy

I have a mics with caller id trunk cartridges. Several times a day on incoming calls
only you cannot understand the caller. Their voices are broken up and garbled.
The LossPkg on the lines is set to short co. I have tried switching trunk cartridges
to isolate this and it continues on the same lines. The phone co. tells me the lines
are fine coming into the building any help would be appreciated.

Have you tried changing the Loss Pkg from short to Long to see what happens? Also is this ongoing and can it be duplicated?
