CO Lines cause phone system to ring

I have an issue, when I plug in the CO Lines from my provider to my Partner ACS system, the phones start ringing. I mean literally just plug them in to my line in ports.

If I plug them into an analog phone, it does not ring, no problem.

Any idea what could be causing this?
 
I've seen bad line ports that would start ringing as soon as they were connected to CO battery. Usually it's not all of the ports, do we could shuffle the lines around and reprogram them to appear square.
 
I brought a replacement ACS out and it still had the same issue. I had Verizon come out and they found they had a grounding issue up at the utility pole. So the issue is fixed.

We still have an issue where we hear radio stations bleed through on our calls. Is there a box or anything we can purchase to help filter that noise out?
