Using the built in loop start co card, a call comes in and rings twice before it rings the console. Any ideas?
 
Is it a CLASS trunk? if so that's normal. First "ring" could be heard by calling party only. The second "ring" should be 200 ms long to be detected. Additional time might be required to receive and decode caller ID information.
 
Yes the first ring cycle is being absorbed while the system is waiting for CLASS Digits.

Turn off the "ANI/DNIS Trunk" COS option if CLASS is not being provided.
