No , if your not using extended dialplans ect there is no significant difference.
You wont be able to administer vectors from CMS as the V13 doesn't support vector numbers over 999.
However, don't worry about this, as CM5 has a duplicate vector command which is far better than any CMS administration that you'd lose.
