CMS not working -Urgent

Hi,

I am getting this error when i am trying to log in to enterprise

CMS host 'LJOHNSONXP.COM' can be contacted, but there is no CMS running at port 6400

When i start the cms and try to log on,it is giving me this error
Transport-Communication error

can someone help me out?

I am using crystal enterprise 10.0 and oracle 9.0

Soudns like it may be having prolems with the database, or the account used by the CE services, did something change on the network/permissions/database?
