CMS Login with root access

I have the root login for a cms but one of my users want to be able to change user passwords but don't want to delete the user and add it again as it takes too long to change the permission. I want to know if we can give a user the root access level to be able to change passwords by himself.
 
Hi

Better login onto the Avaya Sun login console or remotely telnet to the box.

After logging in as root...use the command as below on the # prompt.

passwd root

You will be prompted to enter new password. You can try this for any login name.

Sorry, but I think you misunderstood me. I need to give root level access to another user who can change passwords but i dont want to have our root password. For example, username is joeblogs and I want joeblogs to change other user's passwords in the system.
 
depending the version of the unixware but there is you can do with usermod and role add

roleadd pwadmin
rolemod -P "User Security" pwadmin
usermod -R pwadmin 'your login'

 
Sorry not unixware but the solaris unix confusing with another machine
