CMOS BIOS CLOCK going way too fast!
This is something I have never seen B4. The CMOS BIOS CLOCK is Cruising along at about one hour every five seconds.

-->DELL OPTIPLEX G1/DELL MOTHERBOARD/550Mhz Pentium III <--

with the BUS Setting on 500Mhz (the fastest available setting on this MBoard)---> I know, I know... but it was working B4 I went to install a new Hard Drive.

Try clearing the cmos and re-run auto detection for the hard drive.
