CME [Call Manager Expres] Version 2.1 Question for Intl Calling

I administrate all systems remotely from the US via IP connection. We have a CME in New Castle UK. There is currently only one phone set up and capable of dialing internationally. In Call Manager, it's simply re-assigning the selected calling search space partition based on which particular permissions are allowed. In CME, I have no idea where to assign this. I want to make one other phone capable of dialing international.
