CMD Window scrolling very slow

I have a user whose cmd window scrolls at about a line every second or two. This is the same for a batch script or a simple dir command. It only affects his user account on that computer. If the DOS window is partially hidden by another window it seems to speed up. I'm tearing my hair out over this problem, any help is appreciated.
