CM10 Calls Not being delivered forcing Agents into Aux

Hi all
We have recently moved from on Prem Avaya CM7 to Cloud Avaya CM10 all went well but we have an issue
Out CC agents are receiving calls No Whisper the call never actually arrives and the customer is returned to the Q to be delivered to another agent
On CMS you see the call ring for 0 seconds agent goes free 0 seconds call tries again after 5 attempts it forces agent into Avaya Agent For Desktop aux 0

On CMS reporting it also creates Flowed in and out on lines that dont have flowed in and out in the call vectors

We are a little late to the CM10 has anyone seen this before

Any pointers greatly appreciated
