CM Ext calling IP Office extn displaying "WITHHELD"

Hi guys! Just want to know if where i will adjust the config because ive got an CLID "WITHHELD" on the IP Office Extensions.
We have CM <-> IPO SIP Trunk.

Here's the scenarion.

CM Extn calling IPO - "WITHHELD" CLID / on the CM Extension side - it showing the CLID of the IPO Extension.
IPO to CM - Displaying the CLID of the CM Extension

CM 7
