CM 3.2(2c) / vg200 IOS v12.3(9) / Nortel opt61 4-digit dialing problem

I've been working on this problem with TAC and the PBX technician close to 2 months now. The problem is,
4-digit dialing from PBX -> CM works but 4-digit dialing from CM -> PBX fails.

From the PBX traces, The D-channel message shows

The way the tech explained it is, the pbx doesn't like the call classification so it's disconnecting the call. I've tried all sorts of call classification types with no success.

Per TAC's suggestion, we've tried the following with no success:

a) upgrade vg200 IOS to v12.3(9)

b) add command "isdn map address .* plan privacy type abbreviated" under serial interface

c) on the PBX, change IFC from SL1 to S100 and change TKTP from ISA to DID

Any ideas? I've included relevant information from the vg200 below:

Do you get secondary dial tone? busy tone? reorder tone?



 
I get no tone. ~1 sec after the last digit is entered the display on the phone simply clears -- just as it would if the called party hangs up. The traces show a "Normal unspecified" disconnect.
 
Change the IFC on the Nortel to ISIG.
CM only works on Q Sig. using teh ISO version. The SLI is for Nortel to Nortel config.
