Cluster Service will not install on 2003 SP1

I am trying to create a new cluster on a brand new 2003 server with SP1 installed. All hardware is on the HCL and I am connecting to an HP EVA 5000 SAN. The quorum disk has been presented to the first node and I can access the disk.

When I got to create the new cluster, I get an "invalid index" error while the wizard is performing its analysis.

Has anyone seen this issue? I started the cluster wizard on one of my servers that is not SP1, just as a test, and got past the point at which it is failing on my actual cluster.

Apparently, WIndows 2003 server SP! has caused its share of problems to everyone. REmove SP1 and start over especially if on a DC.
