Cluster File Permissions issue

We have a Active-Active cluster and are trying to set up file shares. Problem is when we change the file permissions on the drive we cannot bring the share online in the Cluster Administrator. If we set the permissions at the file level back to "Allow inheritable permissions to ..." then the share will come online in the cluster administrator.

Is there something we are doing wrong?

From what you have written, I believe you are leaving out the cluster service account in the ACL's. The cluster service account needs at least READ rights in order to process the sharing.
