CLS or other way to restrict dialing to 4 digits

I have a few phones that need to be restricted to 4 digit dial ONLY. Our system is set up as a 4 digit dial for on campus calls. I have a handful of phones that I do not want to be able to dial off campus so I want to restrict them to 4 digit's. Any suggestions?

You will have to do it with NCOS, typically NCOS 0 would do this for you if set up correctly.
 
NCOS 0 dials local numbers in a FCAS table. So that doesn't work.
 
Well who ever set up the BARS should have never done it that way. You should always reserve NCOS 0 for in house only.
 
Keep in mind also you need to allow 911 from those phones
