CLS CCSD on Hospitality system

I have an hotel with the hospitality package.A command sent from the hotel check-in terminal (SE ST dn CO OF ) successfully changes the CCSA-CSA to CCSA-CSI of the extension.
However the guest room is still able to make outgoing calls .
Does anyone the other software dependencies that will enable this CSI CSA toggle to bar calls ?

Make sure that the guest room only has a NCOS or e.g. 1 for emergency calls and CLS = TLD
