cls ccsa -csa to e1a 2

I have two guest rooms on the same floor. One can dial an international number (the e1a), and the other cannot (csa).

cls ccsa-csa (won't let me dial int.)
cls ccsa-e1a (will dial international)

That is the only difference between these two sets. I've looked, maybe not in the right places though. Thanks for any guidance.

CCSA is usually controlled by a Property Management System.
When a guest checks in the PMS will send a message to the PBX to change the CCSA. Possibly the PMS does not have the correct information in its database for that room. You could try checking the guest in again to see if it updates the CCSA.

UUGGGHHHH!!! There are days when I wish I were back pulling cable for 12 hrs at a time. It WAS the PMS system (thanks, Stanley) and a healthy dose of user error. I apologize for wasting your time, fellas. Thanks for the help, and may Karma bring you good fortunes!!
 
Looks like your NCOS levels are off. I agree with the previous post, your PMS is probably not changing the Network Class Of Service (NCOS) I'm guessing NCOS 6 allows International and NCOS 1 is restricted access.

Try rechecking him in. It may work. If not you will need to manually changed the NCOS level to 6

CCSA is required for the Electronic Lock feature. See the
Flexible Feature Codes section in the Features and
Services (553-3001-306). Must have Controlled Class of
Service (CCOS) package 81.

Controlled Class of Service
If Electronic Lock (ELK) is activated, the CCRS Class of Service is used
whether Controlled Class of Service (CCOS) is active or not. ELK takes
precedence over CCOS. If ELK is deactivated, the set is treated as per
existing operation.
When FFC ELKA and a password is entered, this set will use the CCRS Class
of Service configured in LD 15. The CCRS Class of Service will always be
used whether or not CCOS is currently controlling the set’s Class of Service.
When FFC ELKD and a password is entered, the set will use the appropriate
Class of Service associated with this set. If CCOS is enabled for the set, the
associated customer Class of Service is used (i.e., CCRS, ECC1, or ECC2).
If CCOS is not enabled for this set, the set’s own Class of Service is used.
When FFC ELK is deactivated, the set reverts back to the Class of Service as
it should be without FFC ELK, instead of always reverting back to the set’s
Class of Service (i.e., if CCOS is enabled, it will use the customer’s Class of
Service; if CCOS is not enabled, it will use the set’s Class of Service).
Intercept Treatment
If Intercept Treatment has been specified for a call to a vacant number
(CTVN), the Digit Display (DDs) on the Attendant Console is affected by
Flexible Feature Codes (FFCs). If no FFC has been defined, the dialed digits
are displayed up to and including the first digit that fails to match any
Directory Number (DN). If one or more FFCs have been defined, the dialed
digits are
