Closed Caption on TV - how to capture to text? 1

This seems interesting for sharing news or other useful info. It could be very useful for teachers, program managers, really anyone.

Any way to capture the closed caption text that you can view on a ATI USB TV window on a PC?

Assuming that you are refering to US NTSC signals, as DVD captioning is handled differently.
